Overview of New Degree Program Approval Process
Internal review and approval - All proposals for new degree programs, should be forwarded by the Dean to the Associate Vice President, Academic Programs, for review by members of the Committee of Deans, by colleagues on the Senate Budget Committee and by the UBC Library.
Ministry approval - We have been granted "Exempt Status" so that UBC's new degree program proposals will go directly to the Minister of Advanced Education for approval following the 30-day Notice of Intent period on the ministry's web site. The Degree Quality Assessment Board (DQAB) will not review the proposal unless the Minister has concerns and refers it to the DQAB.
Notice of Intent (NOI) - (example) The Notice of Intent should be approximately 3 pages (1,000 words) and include the purpose of the proposal and a summary of the key objectives and outcomes of the proposed degree program. The NoI will be posted for 30 days on two Ministry web sites:
- Degree Granting Authorization web site for viewing by the general public thus providing an opportunity for members of the public to comment on new program proposals and meeting the DQAB's commitment to an open and accountable process.
- Post-secondary Institution Proposal System (PSIPS) web site for review and comment by our peer institutions. On this web site, in addition to the NoI, we are required to include the Senate curriculum forms used for Senate approval prefaced with a one-page introductory summary of the program's key curriculum features.
Please note that any new degree program will not be posted on the BC Ministry of Advanced Education web site without including the dates of Senate and Board approval.
